FMM Permit for Rocky Point / Puerto Penasco

To update you on what is happening at the Lukeville/Sonoyta border crossing for our insureds traveling to Rocky Point:

Depending on the officer, Mexican authorities (Guardia Nacional) are enforcing the FMM and passport requirements, but not consistently. Some travelers have reported crossing as usual without passports, and officers simply waived them through. Others have reported obtaining FMMs at the border, with all travelers carrying passports.

If travelers are transparent and declare any alcohol they’re bringing into Mexico, they are being charged a 114% tax. However, some people reported having alcohol but were waived through by officers and did not pay the tax. It appears enforcement depends on the officer, and tourists are currently taking their chances. It comes down to each traveler’s level of confidence and risk tolerance, as enforcement is not yet consistent.

Our company’s recommendation is to follow the law:

Process the FMM online
Print the form
Stop at the INM (Immigration) office at the border to get it stamped

Reminder: The FMM tourist permit is only for foreign citizens, not for individuals with dual citizenship.

The INM Immigration Office is located in the Aduana building. For your reference, the Gastrak/Sanborn’s location in Lukeville and the Aduana building (just to the left after crossing the border) are highlighted.

Additional reminders for this border crossing:

All vehicles must have a current, original, valid registration OR the original title/notarized copy. Digital copies or images are not accepted.
If the vehicle is not owned by the driver (e.g., a company vehicle, borrowed from family or friends), a notarized letter of permission from the owner is required to take the vehicle into Mexico.

Border Hours:

U.S. and Mexican authorities have agreed that the Lukeville–Sonoyta border crossing to Rocky Point (Puerto Peñasco) is open daily from 6 a.m. to 8 p.m., with extended hours on Fridays (6 a.m. to 10 p.m.) from March 7 to October 10, 2025.

Mexico Auto Insurance: Don’t cross the border without it!

Mandatory Mexico Insurance Law

A new law effective September 23, 2014, requires Mexico Liability Auto Insurance for all vehicles driving on Federal roads and bridges. In the past, proof of financial responsibility was required only in the event of an accident. Now, the law requires proof of Mexican Liability Insurance at all times when driving on federal roads and bridges . You can be asked for proof of insurance at checkpoints, border crossings, or traffic stops.

Federal Police will enforce this law and drivers caught without coverage will face fines starting at $200 US dollars. If a driver is involved in an accident without coverage, they will face fines starting at $1,000 US dollars.

Several states have implemented similar measures requiring insurance for all vehicles. Some of those states include Baja California, Morelos, DF, Tamaulipas, Nuevo Leon, Jalisco, San Luis Potosi, Zacatecas, Chihuahua, Puebla, Queretaro, Aguascalientes and Yucatan.

U.S. or Canadian auto insurance policies are not recognized in Mexico, even if it includes the Mexico Insurance Endorsement . All Sanborn’s policies comply with the requirements of this law.

Traffic Violations

If you are stopped by a police officer for a traffic violation, you should always politely insist on a written citation that you could pay either at the police station, or by mail. Traffic fines must be paid at the police station. Tickets issued in Tijuana can be paid in the USA with a check or money order made out to:

Accident Procedures

When faced with a fine that you consider unfair, you can contest the fine by filling an appeal (Recurso de Inconformidad), either in person or in writing, for a Municipal Judge to review. To do this, immediately go to the nearest Municipal Judge within the police station; if you need information on how to do this, call our Tourist Assistance Hot Line 078.

Clothes Dryer Lint: The #1 Cause of House Fires!

The reality is that while you are reducing the risk, you’re not eliminating it because those lint screens are only catching roughly 25% of the lint. The remaining 75% goes into the dryer vent and sticks to the walls. And that’s all part of what makes dryer vent fires the NUMBER ONE CAUSE OF HOME FIRES.

If you want to make sure you have safe and efficient vent system for your dryer, you have to address these issues related to the dryer vent hose:

Length: The longer the dryer hose, the more chance for lint buildup. The more chance for buildup, the greater risk of fire. Check the specifications on your dryer; it will quote the maximum distance for your duct/hose. Also, check your town code requirements. (They tend to range between 25′ and 35′ maximum.) But “the shorter the better” is the rule to follow.

Material: Use METAL DRYER DUCTS. Flexible dryer ducts made of foil or plastic can sag and let lint build up at low points. Ridges can also trap lint. So metal ducts, either flexible or solid, are much safer because they don’t sag, so lint is less likely to build up. Plus, if a fire does start, a metal duct has a greater chance of containing it.

Cleaning: Clean the duct regularly (and keep cleaning that lint screen with every load of laundry). You should also clean inside, behind, and underneath the dryer because lint builds up there as well.

Warning signs that your dryer vent needs to be cleaned include:

Taking these guidelines into consideration when placing your clothes dryer in your home, selecting the proper duct, and keeping it clean will significantly reduce your risk of a dryer vent fire. Plus, you’ll enjoy the additional advantages that your clothes will dry faster, you’ll use less energy, and your dryer could potentially have a longer life!

If you switch employers, you have the right to carry your group health insurance coverage with you to a new job for up to 18 months under the Consolidated Omnibus Budget Reconciliation Act (COBRA).
You must pay the full premium, but at group rates that are far cheaper than the individual rates you would pay for similar coverage. Health insurance under COBRA is available if you are in the following situations:

Mexico Insurance: Is The Cheapest Policy The Best Policy?

Many Mexico Insurance companies have a stipulation in their policy that “repairs will be adjusted to the customary cost within the Mexican border zone, without exceeding a rate of US $34 per hour ” Considering the average cost in Tucson for accident repairs is $60 an hour, this type of policy leaves a $26 an hour gap in coverage that the policyholder would be responsible to pay, unless they decide to have their vehicle repaired in Mexico. This gap in coverage can add up to a lot of out of pocket expense, depending on the extent of the repairs. With that said, is this worth saving a few bucks on the upfront cost of a cheap policy? Probably not!

Sanborn’s Mexico Insurance does not stipulate a per hour cost for vehicle repairs. Additionally, we prefer to have repairs made in the U.S. and therefore it is our goal to deliver your vehicle back to the United States before the repairs begin. The long hot Summer is over and we’re getting geared up for a wonderful fun filled season in Rocky Point (Pto Penasco).

This is the absolute best time of the year to plan your Rocky Point vacation and lots of exciting events are planned in the next few months. Popular shows and groups will be appearing at various venues with starting with Mark Mulligan and his group – the Parrot Mafia on October 23rd at the Princessa.

November 4-8 will be the tenth annual Rocky Point Rally. Every year this event gets larger and more popular. Each year as the big bikes thunder though town and on the malicon the excitement grows. Many local charities benefit from this run as well as the local merchants and hospitality groups.

In addition, Rocky Point has become a popular spot for weddings on our beautiful beaches as well as other gatherings.

Rocky Point
Puerto Peñasco, known in the U.S. as Rocky Point, is a newly-discovered paradise for tourists to Sonora. During the early 1930’s, it became known as a refuge of fishermen and people seeking adventure. Rocky Point is now home to a Jack Nicklaus Signature Golf course (at Laguna del Mar) as well as the Mayan Palace Resort and Las Palomas Beach and Golf Resort. Location
Rocky Point is 100 kilometers (62 miles) from the Arizona border and has the advantage of being located in the “Free Zone”. This means that visitors are able to enter the Mexican state of Sonora without having to complete time-consuming paper work and immigration procedures. No wonder tourists from Arizona, Nevada, New Mexico and California claim Rocky Point as a favorite destination.

From Arizona: Cross the border at the Lukeville/Sonoyta border. Puerto Peñasco is 63 miles south on Mexican Hwy. 8. The border is open daily from 6 a.m. until midnight.

From California: Take US Hwy. 8 east from San Diego or US Hwy. 10 east from the Los Angeles area. You have the option of driving through to Arizona Hwy. 85 (Gila Bend) and heading south to the Lukeville/Sonoyta border or crossing the border at either Algodones (across from California) or San Luis Rio Colorado (across from Arizona, south of Yuma).

You can then drive Mexican Hwy. 2 east through the beautiful Desierto del Altar desert. This is also the northern entrance to the Pinacate Reserve. Although you are on a highway, there are not many stores nor gas stations between San Luis and Sonoyta, so make sure you are stocked up on supplies and water. The highway is maintained by the services of Angeles Verdes, Green Angels. The Green Angels organization provides vehicle assistance throughout the Mexican Highways and freeways, and the service is FREE. Dial 078 from any phone in Mexico if you need their assistance.

What You Need If you do drive your vehicle to Rocky Point, you must have Mexican auto insurance; it’s the law. You don’t need a car permit to drive to Puerto Peñasco, However if you plan on heading further south after your visit to Rocky Point, you will need a vehicle importation permit. Only Sonora is the name of the simplified vehicle registration program for travel only within the State of Sonora. The permit is good for a period of up to 180 days. This permit sticker is only given at the Nogales Port of Entry at Kilometer 21. Make sure to get the details on the Only Sonora Program and how to get a Vehicle Importation Permit . To continue further south, you may also need a current Mexican Tourist Permit. You can get it stamped at the Migración office next door.

Activities
The beauty of Rocky Point is definitely unique. Its solid rock formation of volcanic origin ( La Choya ) has become the symbol of locals. Rocky Point has an average temperature of 95°F (35° C) in the summer and 64°F (18°C) during the winter, making it the perfect spot to enjoy the sea, sun, beaches, bays and inlets.

There is no limit to activities in Rocky Point, whether one takes a walk on its beautiful beaches , where gentle waves invite swimmers, or you take advantage of fishing, windsurfing, sailing, scuba diving or simply reclining to enjoy a beautiful view. In addition, there is ample availability of restaurants , diners and night life .

After fishing , tourism is the most important economic activity for the city. Development to date includes 70 restaurants, 42 hotels and motels and 14 RV facilities.

If you decide to fish, everyone on board the boat must have a fishing license even if they are not fishing. Authorities will check for permits. However, you do not need a permit if you are fishing from the shore. Permits can be obtained Mon-Fri, 8 am – 3 pm in Rocky Point or at the Mexican Consulate in Phoenix .

Ecotourism
Rocky Point offers unique landscapes for the eco-tourist. During low tide, sea level fluctuates up to 6 meters leaving exposed an assortment of sea life , sea shells, starfish and crabs.

Only 52 kilometers (32 miles) northwest of Rocky Point in the Altar Desert is “ The Pinacate ,” which has been recognized as a biosphere reserve . This unique desert, considered one of the most unique volcanic zones in the world, reveals thousand year-old gigantic craters which are more than a kilometer in diameter and 120 meters (400 ft.) deep, which are important to our ancient history and culture. Nature lovers will discover an amazing and varied animal and plant life. Daily self guided tours are available from 9:00 am – 5:00 pm. Visitors must register at the office as they enter the reserve. The reserve is located in the ejido Nayarit, half way between Rocky Point and Sonoyta.

In addition to all of the activities found in this marvelous destination in Sonora, there are plenty of events to choose from while visiting in Rocky Point.

ATV’s
ATV’s are not permitted on city beaches. Please follow the rules when driving ATV’s in Rocky Point.

SIERRA VISTA — A local man wants to warn people who plan to drive in Mexico that they need to research the laws in Mexico before they travel, or the consequences could be severe.

On June 2, Ramon Mena, 63, of Sierra Vista, was driving to Bacoachi, Sonora, to attend a quinceanera, and he stopped at a checkpoint in the Rio Sonora region south of Cananea, Sonora. A Mexican official asked him for his vehicle permit, but he did not have one, so his 2002 Kia Sedona was confiscated. Read more…

Did You Know? – Mexico Gave Chocolate To The World

Shortly after arriving at Tenochtitlán in the fall of 1519, Hernán Cortés and the Spanish conquistadores were granted an audience with Moctezuma at his breakfast table. They found the Aztec ruler sipping an exotic drink called xocóatl (meaning bitter water). Made from ground cacao beans boiled in water, flavored with vanilla and other tropical spices, and chilled with bits of snow from nearby mountain tops, the pungent beverage was, the Spanish reported, “of a very exciting nature.”

Xocóatl was esteemed as an invigorating refreshment and its consumption was permitted only by those in the highest echelons of Aztec society. While there were various recipes for preparing xocóatl , calling for different spices and varieties of cacao, all required beating the concoction until a thick, nearly solid froth formed on the top. The drink was serve in a xícara , an elaborate gold goblet set on a base covered with jaguar skin, and accompanied by a tortoise shell spoon for eating the toothsome foam.

Xocóatl was used medicinally to alleviate abdominal pain, as an antidote for poison and as a medium for administering other remedies. When made from green cacao, the drink was considered a potent hallucinogen and aphrodisiac. Xocóatl and cacao also figured in certain religious ceremonies.

Cacao was a highly valued commodity in pre-Hispanic México. The great lords of the Maya culture cultivated large cacao plantation. They exchanged their crops for feathers, jade and other precious goods in the principal commercial centers of Mesoamerica. The buying power of cacao was such that a dozen beans more than sufficed to purchase a salve or procure an evening of pleasure with a prostitute. Moctezuma, who ruled a vast tribute-state, collected huge quantities of cacao twice a year from vassal communities. Aztec consumers often used cacao as currency for making their purchases in the bustling tianguis (marketplace). Some historical accounts refer to rogues who doctored inferior beans to increase their value or counterfeited cacao beans from avocado pits, though the risked severe punishment if caught engaging in these illicit activities.

Cacao and the other exotic tropical ingredients used in preparing xocóatl were among the New World treasures Cortés sent back to his sovereign, Carlos V. The Spanish took a great liking to the Aztec drink, especially once they discovered that the addition of sugar make it far more palatable. The dubbed the drink chocolate (choh-co-la-teh) and for three quarters of a century jealously guarded the secret of its preparation from other Europeans. According to one account, during this period British pirates captured a treasure-laden Spanish ship and promptly tossed the entire load of cacao overboard, mistaking the unfamiliar beans for sheep’s dung. By 1606, however, the Italians were happily quaffing chocolate, followed in short order by the Austrians and the French.

In the 1650’s an enterprising Frenchman devised a method for milling cacao into solid cakes, which greatly simplified preparation of the tasty beverage. He opened a specialty shop in London to sell this novel product, although at 10 to 15 shilling per pound, it was a luxury item only the rich could afford. Well-heeled Europeans soon flocked to fashionable chocolate houses in London, Amsterdam and other continental capitals. The English further improved chocolate, ca. 1700, by adding milk to the drink. Finally, in the mid-19th century, the Swiss invented a blending process that permitted the creation of chocolate candy.

Today people of all stations around the globe now consume chocolate in myriad forms and astonishing quantities. The United States spends nearly a billion dollars annually on cacao imports. Chocolate remains an important staple in Mexico. It is used to make a wide array of confections and is a key ingredients of the piquant mole sauces of Puebla and Oaxaca. Hot chocolate, a popular accompaniment to la merienda , a light evening repast, is traditionally whipped until frothy with a molinillo , a ringed wooden beater invented by the Aztecs.

The definitive reicpe for preparing this classic Mexican beverage may be found in Chapter Nine of Laura Esquivel’s delightful romantic novel Como Agua Para Chocolate (“Like Water for Chocolate”) . One may infer that the book’s tantilizing title clearly augurs the tales of human passion awaiting the reader within. To prepare hot chocolate by the traditional method, the cook must first set the pot over a lively flame and bring the water to a full boil.

“To some chocolate is as good as love. To others it’s better,” reads an ad for one brand of up-scale chocolates. The world has Mexico to thank for this enticing treat and the one empasssioned love affair that is likely to last forever.

Even more than in winter, it’s important to pay attention to your tires in the summertime. Under inflation can cost you fuel economy, and it’s also a safety hazard. Heat is an enemy of tires, and if you don’t put the proper amount of air in your tires, you’re likely to create stress and heat in your tires once they get moving, risking a blowout. Check your tire pressure before you begin your driving day to get a cold pressure reading — that’s the number that is referred to in your owner’s manual. If you check your pressure during a fuel stop on a trip, the numbers will be higher, because your tires have heated up and air expands when heated. If you’re going to be towing or subjecting your car to particularly heavy loads, consider using a radiator coolant additive like Royal Purple’s Purple Ice or WaterWetter from Redline Synthetic Oil. Chris Barker, Royal Purple’s Tech Manager, says that his product contains “an advanced surfactant that lowers the surface tension of the liquid in your radiator, which results in greater liquid to metal contact within the radiator. That’s what you want inside a radiator in order to disperse heat more efficiently.” Making the antifreeze more efficient lowers the temperature, and can help avoid overheating. “Our product won’t repair a mechanical problem with a vehicle,” says Barker. “But it can help some stressed vehicles in high demand situations, like climbing hills in the Desert Southwest with the air conditioning on.”

Lighten your load before you hit the road. When you take a road trip, you’re likely to add hundreds of pounds of gear, luggage and passengers to your car’s normal load. This will affect fuel economy and handling. Plan ahead, and remove all of the unnecessary junk from your trunk before you head out. And take a good look at what you’re bringing along to pare down the payload. Do you really need the electric can opener and seven pairs of jeans for a four-day trip to the beach house?

DOORS

Make sure you have strong doors. Outside doors should be metal or solid hardwood, and at least 1 3/4 inches thick. Frames must be made of equally strong material, and each door must fit its frame securely. Even the most efficient lock, if it is placed in a weak door, will not keep out a determined burglar.

A peephole or a wide-angle viewer in the door is safer for identifying visitors than a door chain.

Sliding glass doors present a special problem because they are easy to open, but you have these doors, you can find special locks for them. A broomstick in the door channel can also help, but cannot be depended on.

LOCKS

Deadbolt locks are best. They usually are locked with a key from the outside and a thumb turn on the inside. The cylinder (where the key is inserted) should be pick-resistant. Ask your hardware dealer for a reputable brand or buy your locks from a locksmith.

WINDOWS

Key locks are available for all types of windows. Double-hung windows can be secured simply by “pinning” the upper and lower frames together with a nail, which can be removed from the inside.

For windows at street level or on fire escapes, consider installing metal accordion gates.

The National Bike Registry estimates that one million bicycles are stolen each year in the U.S. and only a small percentage of them are ever recovered. The annual cost to American families is more than $200 million.

The following tips can help lower the risk of having your bike stolen:

Bicycles are covered under your homeowners or renters insurance. However, there is usually a $250 – $500 deductible. Your homeowners or renters policy also provides liability coverage in the event of a collision that results in injury to another person. There are no deductibles for liability claims.

Once you purchase a bicycle, keep the receipt for it and any accessories you add. Also, take photographs of the bike. Store these documents off-premises and alert your insurance professional to your new purchase.

If you own an expensive bike, consider purchasing a floater. This will provide more coverage than a homeowners or renters policy. For instance, in the event of an accident, a floater covers the cost of bike repairs. A floater costs approximately $9 for every $100 of the bike’s value and there are no deductibles.

NICB’s VINCheck is a service provided to the public to assist in determining if a vehicle has been reported as stolen, but not recovered, or has been reported as a salvage vehicle by cooperating NICB members. To perform a search, a Vehicle Identification Number (VIN) is required. A maximum of five VINCheck searches can be conducted within a 24-hour period per IP address.

Money Saving Tips For New Car Buyers

Getting a good deal on a new car takes a little patience, a bit of research and some luck. If you’re in the market for a new car, check out the following tips:

Finding the right car

Visit some dealerships and search for the car of your dreams. Also, most car companies offer Internet sites for you to visit. You can flip through electronic brochures full of facts and figures, photos and prices in the comfort of your own home. Once you’ve selected some candidates, take a test drive.

A little research goes a long way!

Once you’re down to two or three vehicles, research their actual cost (as opposed to the dealer’s or manufacturer’s Suggested Retail Price). In other words, try to find out the cost that the manufacturer charges the dealer.

Obtaining this information isn’t as hard as you think. In fact, some online sites (search Kelley Blue Books for New Car Prices) offer free, comprehensive reports showing vehicle options, dealer invoice and suggested retail price information. Also, most automobile clubs (as well as some popular consumer magazines) offer this information (some charge a nominal fee). Ask for a breakdown of the various options to determine if a package of options is better than selecting them individually.

Making your move!

Some people say that the best time to make a deal on a new car is the last day of the month or year. Sales people often have monthly and yearly quotas and incentives to meet. They may be more willing to give in on price if they think they can make up their loss in other ways.

When you meet with the sales person and discuss the car (and options you want), the price quoted by the sales person may be very close to the Dealer List Price on your printout! You can then reveal your printout and tell the sales person what you are prepared to offer: the actual cost of the car plus what you think is a fair percentage for commission. (This commission percentage is a personal choice and only you and the dealer can determine what’s fair)

A note about trade-ins

Again, knowledge is power. During your research phase, ask your local Auto Club (or check the Net) for the value of your old car. You should receive (for free) the average trade-in price as well as the price you could expect if you try to sell it on your own. The price to sell independently will be higher, but it will also require time and effort you may not want to expend.

After you negotiate the price for your new car, ask the dealer to offer a trade-in value. By waiting, you won’t mess up your new car negotiations with other confusing variables…keep it all separate. Knowing the price of an average used car (and the current condition of your trade-in) will give you some leverage when negotiating a fair trade-in agreement.

Some final thoughts

Some negotiations go better than others. There are many abstract variables that can come into play. Did you wait for the best possible time to make an offer? If it is a slow sales month, your dealer may be motivated to move some cars. If you are unable to reach an agreement with your first dealer, shop around. The best consumer is an educated consumer!
